. it knows all and tells all right here next. lou: a lot going on. the obama administration moving closer to finalizing a controversial rule that would gi green energy company's 30- year permits to kill bald and golden eagles in the country without penalty. hundreds of thousands of birds are not killed every year after flying into large wind turbine blades and other obstaes. the industry claims only 2 percent of the eagles are killed by those wind turbines. a federal study recently found wind farms killed at least 85 gold nine bald eagles from 1997 until 2012. why am i telling you about this? because i care about this a lot. this angers me to think about what we're doing in this country. the white house is now reportedly completing a review of the rule. final details are not known. the rule could still be tweaked, as they put it, but significant changeare rare at this stage in the process. so call your congressman. call your senator, call the president. senator elizabeth warren says she does not want to be president, stepping out of llary clinton's way for a run possibly in 2016. declarin

's get into the trenches with the obama care army. my next guest was imbedded with is so-called navigators that seemed to have high hopes from the beginning. after starting october 1st when the exchanges went live, one 1/2 tor's organization was aiming to sign up 5,800 people by the end of march 2014. it has a long way to go. we have yet to see an application from start to finish, he says. eliana johnson is media editor for national review. she joins me in studio. good to see you. i think a lot of people will see that stat and they'll be scared again. so no signups even though the goal was 5,800. what's wrong? >> it's the same problem you've been hearing about from most everybody, gretchen. people can't get through the website. so these groups, you know, the navigator grants went to 105 groups around the country. those groups in turn hired these navigators. they have stopped waiting for people to come to them. they're doing outreach. they're going and trying to get people to enroll. they haven't been able to get people from start to finish through the process because of t

's the next thing i want to ask you. i'd like you to come up with a policy you can recommend to president obama on the air right now that would be better than the minimum wage. because recall, 40% of unemployed people today are long-term unemployed, disproportionately in the bottom 20% and those people will be hurt by minimum wage increases. but you and i agree that minimum wage people could make more money to support their families better. what's a better policy starting right now that president obama should be talking about instead of what he's doing, which is hurting poor people such they can make more money no matter how much it costs. >> look, just to be clear. i like the question, but i don't agree with the premise. i do think a moderate increase would help. to answer the part of your question that i agree with, here's what i think he should do. the earned income tax is a very important pro work subsidy. this is a good way to help low-wage people. but for childless adults, adults who don't have kids, it's rea y really -- i would increase the childless adult part of the earned incom
